Parking Regulations for Snow Removal
The goal of the Department of Streets, Trees, and Parks is to remove snow and ice from the streets as rapidly as possible. In the department's effort to perform this duty, it is sometimes necessary to utilize the Kingston Police Department to assist in this task.
This notice is a reminder of the parking restrictions in the Town of Kingston, and its enforcement will ensure the timely removal of snow and ice from our streets.
Under the Town of Kingston Standard Municipal Traffic Guide, updated June 1999, Article 5 Stopping, Standing, Parking; Section 2 outlines: No all-night parking. It states, "No person shall allow, permit or suffer any vehicle registered in his name, other than one acting in an emergency, to be parked on any street for a period of time longer than one hour between the hours of 1 am and 6 am of any day. Section 5-7.1 states that "It shall be the duty of police officers to enforce the provisions of this section.
The Town of Kingston General By-Laws, revised April 2, 2005, Chapter 7-1.9 addresses the issue of removal of vehicles due to snow. It states, "Whenever, for the purpose of removing or plowing snow or removing ice, from anyway, it becomes necessary to remove, or cause to be removed, to some convenient place, including in such a term a public garage, any vehicle interfering with such work, the superintendent of streets, or other officer having charge of ways, is hereby authorized to remove, or cause to be removed, the said vehicle and liability for the cost of such removal, and of the storage charges, if any, resulting therefrom, shall be imposed upon the owner of such vehicle.
This notice is a reminder that overnight parking is not allowed on any street throughout the year.
The purpose of this notice is to prevent the towing and/or ticketing of motor vehicles on our streets. By educating the public, we believe that we can prevent the inconvenience of towing or ticketing a motor vehicle. This notice will serve as a warning for any vehicles parking overnight.
Please note that if your vehicle is found on the roadway overnight, it may be ticketed and/or towed at your expense.
Public Notice Winter
When snow is forecasted, residents are required to keep all parked vehicles off all streets and right-of-way that are plowed by the Town to expedite snow-removal operations. Vehicles obstructing sanding and plowing operations will be towed in accordance with Kingston Bylaw Article 9, Section 12.
The Superintendent of Streets and/or other officers having charge of ways is authorized to remove or caused to be removed any vehicle interfering with the Town's ability to expedite said snow removal operations. Any charges resulting from such removal and storage charges, if any, resulting from the removal shall be imposed upon the owner of such vehicle.
The Town is not responsible for damaged fences, shrubs, trees, mailboxes, or other property that are within the street layout or other ways plowed by the Town. The depositing of snow onto a public street or highway is a violation of Chapter 270 of Massachusetts General Laws and violators are subject to a fine of up to $1000 and to suspension of operator's license and registration.
