Duties & Responsibilities
Pursuant to Massachusetts General Laws Chapter 41 Section 35 the Treasurer "shall receive and take charge of all money belonging to the town, and pay over and account for the same according to the order of the town or of its authorized officers. No other person shall pay any bill of any department".
The Treasurer also establishes and manages relationships with financial institutions holding town funds and invests funds therein as allowed by law. The Treasurer arranges all borrowings and manages the retirement of the debt arising therefrom. The Treasurer takes custody of tax titles, tax possession, and all other property of the town not specifically allocated, by law, to other agencies.
Tax Title
Massachusetts General Laws Chapter 60 Section 50 provides, in part, that after a tax taking by the Collector of Taxes, "Every such deed and every instrument of taking described in section fifty-four shall be in the custody of the town treasurer" who shall "set up on the books of the town, whether kept by the treasurer or otherwise, a separate account of each parcel of land covered by any such deed or instrument".
